Co-Directors

Scott is a co-founder and director of OCPL, a DPhil researcher at the Department of Politics and International relations, and a Clarendon Scholar. His doctoral research explores the ways in which public opinion may constrain policymakers in regulating emerging technologies with national security risks. Beyond his research, Scott teaches Statistical Methods and International Security to Oxford students. He previously lived in Beijing and Taipei, where he interned for the US State Department and was a Chinese Language Fellow with the National Bureau of Asian Research. He speaks professionally fluent Mandarin. Before his doctorate, he earned his MPhil in International Relations with Distinction at Oxford & BA in Economics and Fundamentals: Issues and Texts from University of Chicago.

Scott Singer

Kayla is a co-founder and director of OCPL, a DPhil researcher at the Oxford Internet Institute, and an affiliate of the Oxford Martin School AI Governance Initiative. Her research sits at the intersection of US-PRC relations and international AI governance, with a current emphasis on how the desire for status and legitimacy shape PRC AI governance and development. Prior to Oxford, she worked as a diplomat in the U.S. Mission to China for 4 years, where she specialized in the governance of emerging and dual-use technologies. Kayla studied at Peking University and is professionally fluent in Mandarin. She holds an MSc from the Oxford Internet Institute & a Bachelor's degree with Honors in International Relations, Public Policy, and Mandarin Chinese from the University of Denver’s Korbel School of International Studies.

Program Associate

Irena Petryk is an MPhil student in International Relations at Magdalen College. Her research seeks to understand sanctions decisions using game theory. She has previously worked at the U.S. Agency for International Development, the U.S. Department of State, and the Council of Economic Advisers at the White House. She received her bachelor’s degree in economics and international studies at Northwestern University. Irena is an Obama-Chesky Scholar, a Truman Scholar, and a Rhodes Scholar. In her free time, she enjoys baking.
