Scott Singer

Director

Scott is a co-founder and director of OCPL, Visiting Scholar in the Carnegie Endowment for International Peace’s Technology and International Affairs Program, and an affiliate of the Oxford Martin School AI Governance Initiative. His research focuses on US-China coordination in AI and China’s domestic AI development and governance. He speaks professionally fluent Mandarin and he has lived in Beijing and Taipei, where he interned for the US State Department and was a National Bureau of Asian Research Chinese Language Fellow. He is completing his DPhil in International Relations at Oxford as a Clarendon Scholar. Before his doctorate, he earned an MPhil in International Relations with Distinction from Oxford and BA in Economics and Fundamentals: Issues and Texts from the University of Chicago.
