Leonhard Xu

2025 Fellow

Leonhard is pursuing a second-year MPhil in International Relations as a Dahrendorf Scholar. His research explores how geopolitics intersects with economics and international development in the current era of great power competition. His thesis examines how the European Union has responded to China’s rise as a major development financier. Prior to Oxford, he gained substantial experience in Germany’s international development sector. He interned at the German Agency for International Cooperation (GIZ) and the Ministry for Economic Cooperation and Development (BMZ) during Germany’s G7 presidency in 2022. He holds a B.A. in Political Science from the University of Mannheim.
