Chun Hey (Brian) Kot

Chun Hey (Brian) is an MPhil candidate in International Relations at St Antony’s College, University of Oxford, and a fellow at the Oxford China Policy Lab (OCPL). His thesis develops the concept of the dual-use security dilemma, analyzing factors that affect states’ ability to discern whether dual-use technologies will be employed for military or peaceful purposes. At the OCPL, he explores how data integration infrastructures influence AI competitiveness in U.S.-China competition. He serves as Managing Editor of the St Antony’s International Review and co-convenes the Oxford Technology & Security Nexus. Fluent in Cantonese and Mandarin, he previously worked at the Carnegie Endowment for International Peace and graduated magna cum laude from Dartmouth College with a BA in Government and Anthropology.
